Russian Deputy Foreign Minister Sergei Ryabkov said on the 23rd there are
currently no U.S.-Russia strategic stability talks. He said Moscow recognizes
the importance of strategic stability amid global turbulence but that dialogue
requires certain conditions, chiefly a positive shift in U.S. policy toward
Russia — "there has been no such shift so far." Ryabkov added Russia has noticed
signals from Washington indicating a willingness to discuss strategic stability
topics and that talks could be bilateral rather than multilateral.
