China’s national flood-control office and Ministry of Emergency Management said
heavy rain over the next three days presents high disaster risk in Guizhou,
Hubei, Hunan and Anhui, with threats of mountain floods, geological hazards,
small- and medium-river flooding and urban waterlogging. On the 21st a
multi-agency meeting including the China Meteorological Administration, Ministry
of Water Resources, Ministry of Natural Resources, Ministry of Housing and
Urban-Rural Development and Ministry of Transport reviewed rainfall trends and
ordered stepped-up monitoring, more frequent forecasts and earlier warnings,
pre-positioning of resources and moving the response window forward, with timely
initiation or adjustment of emergency responses and, as needed, decisive
shutdowns and strict control measures.
