Guangdong will encourage leading domestic and foreign firms to establish
multinational headquarters in the province and support major couriers’ domestic
and cross‑border M&A. The plan directs construction of postal and express hub
cities, upgrades last‑mile facilities and a county–town–village delivery
network, promotes deeper integration of postal services into supply and
industrial chains with dedicated routes for seafood, Lingnan produce and
southern medicinal herbs, and backs commercial trials of unmanned vehicles while
pushing scaled deployment of drone last‑mile delivery.
