The International Atomic Energy Agency (IAEA) states that under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), Iran is obligated to immediately report the condition of nuclear materials and facilities affected by the attack, but has so far failed to fulfill this obligation.
